[feat] distribute vscode extension to https://open-vsx.org/

Due to licensing issues editors which are based on a fork of vscode are not able to access the Microsoft extension marketplace (e.g. code server).

My request is to start publishing the TS Native Preview extension to https://open-vsx.org/ so that said editors can also install the extension
