Add C2Seg WHISPERS2023 Challenge dataset

This PR adds the Cross-City Multimodal Semantic Segmentation Challenge (C2Seg) dataset for the WHISPERS2023 conference. The dataset contains a mix of Sentinel-1, Sentinel-2, EnMAP HSI, and Gaofen MSI/SAR/HSI imagery.
