Add timeout tests for global test init/cleanup

Ideally we would also add tests to https://github.com/microsoft/testfx/blob/main/test/IntegrationTests/MSTest.Acceptance.IntegrationTests/TimeoutTests.cs for these attributes. I am fine if you want to merge as-is and follow up.
