Feature Request: Add keyboard shortcut customization for non-US keyboard layouts

Description of the new feature

Users with non-US keyboard layouts (such as French, German, Spanish, etc.) often face issues with keyboard shortcuts that are designed primarily for US QWERTY layouts. It would be helpful to have a more flexible keyboard shortcut customization system that allows users to easily remap shortcuts based on their specific keyboard layout.

This would improve accessibility for international users and make Windows Terminal more user-friendly globally.
