Incorrect scrollbar behavior caused the window to be incorrectly cut

I encountered this problem when using conhost as my console host on Windows Server Insider Preview build 26525. If I launch edit.exe directly, edit.exe activates the window's horizontal scroll bar, which causes the bottom bar to be truncated.

This problem doesn't occur when I launch edit via cmd/ps.

I'm going to transfer this over to the terminal repository. I don't think this is a bug in edit.

I believe this should be the default config.
