This also does repro back down to 1.19.10821.0, possibly earlier

Could this be the reason my Terminal Preview doesn't launch in Quake Mode anymore? Before the last update I had Terminal to launch at Windows startup with the last open session which was Quake Mode for me. However after the latest update all I see at login is a regular terminal window.
