Problem with readonly app.config files

My appconfig files are readonly because I'm using the online version of TFS (Azure devops hosted). I get MS84018 on all my projects, "The SlowCheetah.Transform.Task" failed unexpectedly when trying to build the projects.

To fix, I have to uncheck the readonly flag on the file properties for all the appconfig files in Windows. But the problem then comes back again at some point later when more source control operations have taken place.
