[BUG] Slow network inside docker container

I'm running 4 IIS application docker containers in each of 5 Service Fabric cluster nodes. It works fine for a while and then sometimes the network performance is intermittently slow on one or two of the nodes causing time outs all over the place. Sometimes curl works but sometimes it just takes a long time and times out. Restarting the container does NOT fix it, only restarting the node fixes it. I'm running Service Fabric 9 on Windows Server 2019.

Any ideas?
