Health evaluations hard to find

Is your feature request related to a problem? Please describe. I can see that health evaluations have moved from details -> essentials for an application. This does create some confusion, but also healthy evaluations are now no longer visible without a click. I think when people are checking app status, this is not a useful extra step, they want to see positive evals, not just lack of negative evals. Most of the info emitted as a health evaluation has an unhealthy and a healthy version, so they will not colive, so I do not thing it makes sense to have them in two different tabs. Node will either be up or down, CSS will either say re-encryption completed or failed, not both.

Describe the solution you'd like Noth types of evals on main page, there can still be a tab that filters to just healthy/unhealthy, but both should be displayed by default.
