SFX reliability banner appeared incorrectly due to seed nodes being down

Describe the bug A clear and concise description of what the bug is. SFX showed the incorrect reliability level for a cluster due to at the time of querying for nodes a couple showing as down and thus a lower tier of reliability was being shown then should have To Reproduce Steps to reproduce the behavior:
