Use postgres with pgvector extension as memory store

Postgres supports cosine similarity search by installing the pgvector extension.

@JadynWong , this would be great. If you can submit a PR we will take a look. If you do a PR please make sure it works on Linux and Windows.

Hi @evchaki , I have submitted the PR. how to show that he works in linux and windows? I added unit tests and it works fine on my local machine. But since they need postgres environment, I skipped them in unit tests.
