Set up a telemetry server use with a Metro distributed cache

Set up a telemetry server to keep track of metro cache hits/misses. Use an existing server that other OSS devs can get for free.

Configure with email alerts that fire when the hit-rate drops below 90%. Verify that emails are sent properly.

Host somewhere reliable, like Azure or AWS free tier, with access controls and/or IP restrictions.
