feat: publish charts as OCI artifacts to GHCR

Publishes the helm chart to ghcr.io/<repo>/charts/<chart>:<tag> on tag.

btw i did not have permissions to look at published artifacts in your fork

the docs needs to be upgrade to use this feature :)
