feat: veth watcher

Description

The endpoint watcher now monitors netlink for veth creation and deletion events, rather than sampling the list of veth interfaces every 30 seconds. This change greatly reduces the delay between a pod’s creation and Retina receiving data from the pod’s veth interface.
