[Error Analysis]: Show the whole data for data explorer

When the data is large and we are downsampling for explanations:

• The data explorer should work for the whole data but global and local explanations only for the sampled one.
• If data larger than 5K, deactivate the individual data points radio button and land directly on aggregate plots.
