Evaluate telemetry costs and changing the "disable in CI" to "log and tag as CI"

Once we've had enough data we'll want to figure out cost for a month and then we can reevaluate changing the "disable" to "log and tag as CI"

The telemetry infra is now in place to allow us to enable/disable capturing CI events without polluting the data. However we still can't make a decision on this until we have data flowing.
