Both releases 0.80.3 and 0.80.2 are not available on npm! Although there are in release notes https://github.com/microsoft/react-native-windows/releases/tag/react-native-windows_v0.80.3

The issue is because of old beachball config in 0.80, we have bump it to 2.56 or more
