[0.79] Add support for modern inspector

Cherry pick PRs https://github.com/microsoft/react-native-windows/pull/15303, https://github.com/microsoft/react-native-windows/pull/15337, https://github.com/microsoft/react-native-windows/pull/15328 to bring the moderns inspector support from the main branch. Fixed a couple of compilation issues.
