Set up 1DS back-end for CLI telemetry

Summary

This task is to track the creation of the appropriate telemetry "back-end" for our CLI telemetry. This includes:

  • [ ] Onboard to 1DS to get API key
  • [ ] Local verification that telemetry events can be sent with that key
  • [ ] Sign-off from legal that we're following the appropriate data-handling policies

Motivation

Without back-end, the telemetry doesn't go anywhere. :)
