Improve the chemistry app development experience

We have a chemistry library now, but it is still not trivial to do things such as work with molecular data files, create an ansatz, run an optimization loop, etc. if working with VQE, QPE, etc.

We should work with folks building chemistry apps and see what kind of capabilities would make using the QDK far simpler and more attractive.
