New GitHub account can't create projects

Creating a new account on GitHub for working with MakeCode leads to account suspension. Any teacher who starts with MakeCode and wants his students to register an account on GitHub for that might run into this issue.

To Reproduce Steps to reproduce the behavior:

1. Register a new account on GitHub
2. Do NOT create any repository manually on GitHub (otherwise it will work)
3. Got to MakeCode and create a new project
4. Connect your project to GitHub
5. It will take longer then expected, but it seem to work
6. The connection to github will be lost after a while
7. If you check on GitHub your account might be suspended

Expected behavior The GitHub connection should work and be stable.

Additional context This issue was first experienced by some teachers in makecode.calliope.cc and I just reproduced it. When they reported it, it sounds like the connection just didn't work, but the account also won't be suspended. So I'm not sure if in my case the suspension had some other reason. But they all agreed, that a virgin GitHub account cant create projects via makecode.

In my test the github project was created, since I got an email for the page build failure on that makecode project.

This has occurred to multiple of my students when working with arcade makecode please let me know if this is fixed.
