Add chat component to react-common. Also make docs panel tabbed and sizable.

Chat component was mostly generated by copilot. Architecture seems fine. I lightly tested it. It will serve as a good base to start from.

Resizable, tabbed right panel is a nice UI upgrade. It might be worth integrating into the editor on its own, maybe as part of the Arcade work?
