[Offline app] The “New Project” option appears after closing the developer tools

Describe the bug The "New Project" function in the ribbon is not visible until the developer tools are closed. Not sure it's by design or not.

Steps to reproduce the behavior: 1.Download the Micro:bit offline app from: https://makecode.microbit.org/offline-app?version=v8.0.11 2.Right click offline app and click the "Toggle Developer Tools". 3.Close the developer tools and observe the offline app ribbon.

Actual behavior The “New Project” option appears after closing the developer tools.

Expected behavior The “New Project” option should not appear after closing the developer tools.

This is likely F12 bug more than bug in the site. Probably keyboard accessibility is kicking in when you exit from F12. Marking as P3 as consumers don't open F12 often.
