Teacher Tool: Add Resume Editing card to top row of home tab

If there is a saved "last active rubric" that has actual items in it, it's not clear that it's still there when the page reloads. We could help make this clearer by adding a "Resume Editing" card next to "New Rubric" and "Import Rubric", which would simply switch to the Rubric tab.
