Make it easier/better to share third party tutorials.

  • [ ] Create more user-friendly links i.e. https://makecode.microbit.org/#tutorial:myreponame/markdownfilename
  • [ ] Persist tutorial links in browser address bar
  • [ ] Make the 3rd party tutorial disclaimer less scary looking

Current format is this: tutorial:github:arthedstem/earthed-iot-programs-tutorials/T_IoT_Network Request is to see if we can remove github key above and infer it. (Like if it is not share link, assume it is github)
