Settings not applied in GUI

To save flash and ram, the user can toggle bluetooth.enabled and bluetooth.partialflashing.

The settings need a change in the text-view to get applied. Here is a video, where I just add a new line @ 0:15 to make it work. Toggling the checkboxes is changing pxt.json, but makecode does not seem to recognize these updates.
