User Code Not Carrying Over in Skillmap

Describe the bug When using a user created skillmap, the user's code is not carrying over to the next activity of the skillmap.

To Reproduce Steps to reproduce the behavior:

  1. Go to https://arcade.makecode.com/--skillmap#github:rymc88/unit-1-skillmap-new/skillmap.md

  2. Place some blocks into the workspace and complete step 1. Open step 2 to see the code blocks are gone.

Expected behavior Each time the user goes to next step in the skillmap, the code blocks they have used in previous steps should still be present.
