Describe the bug: 'Color Palette': The Palette name changed to deleted name after changing the color

Steps to reproduce the behavior: 1.Navigate to https://arcade.makecode.com/beta. 2.Create a new project and switch to Assets. 3.Click Color and change the color under default palette. 4.Enter the name for custom palette. 5.Delete the palette you created in step4, back to default palette and observe the color. 6.Change the color under default palette.

Actual behavior: Step5: The color didn't revert to original color as begin. Step6: The palette name change to deleted name.

Expected behavior: Pops-up Name Your Custom Palette dialog to set the new palette.
