Describe the bug: There is a duplicated variable created after clicking Create 'get' of change by block

Steps to reproduce the behavior: 1.Navigate to https://arcade.makecode.com/beta. 2.Create a new project with default code options, in Block editor. 3.Toolbox->Variables->Make a Variable, create a variable such as test. 4.Right click change test by block under Variable toolbox, choose Create 'get test'. 5.Click the 'test' which created after step4, and then click workspace.

Actual behavior: The test dropdown menu shows hover on toolbox. The duplicated variable cannot be dragged to workspace.

Expected behavior: No duplicated variable created.
