Describe the bug: 'Target Practice': There is no 'start countdown and game over' block in Carnival category

Steps to reproduce the behavior: 1.Navigate to https://arcade.makecode.com/beta. 2.Tutorial->Target Practice->Blocks Start Tutorial. 3.According to video to execute the tutorial, click Carnival.

Actual behavior: There is no 'start countdown and game over' block in Toolbox like video shows.

Expected behavior: There is 'start countdown and game over' block in Toolbox like video played.
