simulator flickering due to scrollbar

Describe the bug

in my laptop on beta, simulator is flickering due to scrollbar popping in and out

To Reproduce Steps to reproduce the behavior:

1. Go to editor in beta with screen innerwidth/innerheight at 1228x596
2. see error

Expected behavior

scrollbar shouldn't pop in and out

worth a note this is slowed down from the gif optimization, it's like ~ 30 resizes per second.
