Ability for content creator to restore the blocks/text/assets bar in tutorials

What are the requirements for the project?

If we're going to transition students from blocks to text smoothly, we're going to need this navbar back in tutorials: …but we don't want it in all tutorials.

Is there a deadline or date this is needed by?

Before July Release

Looks like this isn't hindered by design, so we can start as soon as we have engineering resources. Please consider implementing in beta soon so I can use for Stranger Things.
