[A11yAuto-Microsoft MakeCode Arcade-Landing Page]: Ensures the contrast between foreground and background colors meets WCAG 2 AA contrast ratio thresholds

User impact:
Visually challenged users who rely on keyboard will be impacted and will not be able to visualize the information as foreground and background colors is not meet contrast ratio 4.5:1.

Note: User credentials should NOT be included in the bug.

Repro Steps:

1. Open the URL https://arcade.makecode.com/
2. Landing page will be appeared.
3. Turn on Accessibility Insight Tool.
4. Verify whether between foreground and background colors meet contrast ratio 4.5:1

Actual Result: When navigating to the page, Incorrect role is defined for the "New Project" link.

Expected Result: When navigating to the page, foreground and background colors should be meet contrast ratio 4.5:1.
