Image editor: tab navigation can traverse out to main editor

Describe the bug Tab key navigation on the image editor can traverse out to the main editor, allowing the user to do things in the main editor while the image editor is visible.

Expected behavior The image editor is a modal experience, so tab key navigation should be limited to within the window.
