Cannot specify target environment / target url with pac catalog install

Hello.

There is no way to specify target environment with pac catalog install as the existing --environment argument refers to the environment which has catalog installed and --target-url argument is deprecated.

It should have two environment arguments, one for connecting to the environment which has catalog installed and other for the environment where catalog item will be deployed. Catalog installed environment (if not specified) can be inferred from the current auth profile.
