[Feature]: respect config file when install browsers

When running npx playwright install, I wish browsers listed in local playwright.config.ts to be installed.

More accurate default install behavior.
The idea was npx playwright test --install-browsers which will install the browsers from the playwright.config.ts which was loaded.
