Switch GC Dump Format to 64-bit and Disable Default Sampling

Provides more complete heap dumps without sampling. For very large dumps, this can result in a more sluggish UI, but the benefit of the complete data outweighs the UI sluggishness. UI perf, specifically StackWindow perf, may also be a place to invest in going forward.

  • Switches the serialization format of .gcdump files to 64-bit from their previous 32-bit format.
  • Allows PerfView to try opening .gcdump files as 32-bit for backwards compatibility.
  • Disables sampling by default. Sampling can still be used via the UI and command line.
