.dll not found when running Processes / Files/ Registry Stacks

I am getting this error message below now for some reason. The file is in system32 folder.

@cblaze22, I put PerfView under the debugger here to see what is loading this DLL and it is not getting loaded for me at all. I suspect that there is some dependency on your machine that is loading it, but I'm not sure why. The best way to investigate this is to use Show Loader Snaps and then look at the output under Windbg. This will show you why this DLL is being loaded and why it's failing.
