Dart LSP Setup for Non-Linux

right now dart lsp only works on linux, we should add support for windows and mac os too

Hi, @v4rgas! I'm interested in the usage of the LSP for Dart in Windows and Mac, and maybe I can collaborate here. What needs implementing to enable the LSP on Windows/Mac?
