SQL Server 2019: CU9+ snapshot agent for replication broken ; "memory mapped file write failed"

Starting in CU9, trying to snapshot a publication that has more than a few thousand rows in it, will fail because of "memory mapped file write failed". One of the posts mentions rolling back to CU8 whereupon it works.
