[test] Add container scenario tests

Describe the feature you'd like supported

Lack of test coverage for container scenarios

Proposed solution

  1. Add docker dependency to our 1ES image (github runners do not support windows containers).
  2. A simple Dockerfile to access a SMB share via QUIC to exercise msquic’s silo enlightenment.
