Test Schannel's Automatic session management

Describe the bug

Schannel needs a powershell cmdlet to enable automatic session management to send resumption tickets automatically. Our tests (on windows) do not run this cmdlet but must run the cmdlet to enable resumption tests for Schannel.

Steps taken to reproduce bug

Run the Resumption tests.

Expected behavior

New resumption tests should be created to handle the automatic session handling in Schannel, and prepare-machine.ps1 should run the cmdlet to set the session key

Actual outcome

Resumption tests are currently skipped for Schannel
