Add support for setting custom data in resumption tickets on Schannel.

Proposed solution

A new CREDENTIAL_FLAG would need to be added to opt in to this functionality. This flag changes the flags passed to Schannel during initialization and controls whether the ConnectionSendResumptionTicket calls down into Schannel or not.

This enables the Careful Resume feature for Schannel.
