Describe the feature you'd like supported

An ETW trace provider already exists currently, but the amount of information needs to be streamlined with QUIC global, connection and stream level dynamic configuration options for specifying verbosity

Proposed solution

1. A default ETW trace provider should exists that provides the failure information by default
2. Config options should be provided at global, connection and stream level for the consumer to enable verbose tracing for debugging purposes. This would enable the consumer to enable verbose tracing at the granularity needed
