Increase Initial Packet Sizes to Help with Amplification Protection

Description

When using quicreach I found that using the minimum initial packet results in very few QUIC handshakes that can succeed in a single round trip. This is mostly because of the size of server certificates, which are just big enough not to fit in the server's initial response, because of amplification protection.
