Support disabling Compatible Version Negotiation on Client

The Version Negotiation spec describes how a client can disable Compatible Version Negotiation. MsQuic does not support this mechanism, nor exposes it to apps.

Proposed solution

Add a parameter which applications can set on QUIC_CONFIGURATION and QUIC_CONNECTION that disables Compatible Version Negotiation. This would be one way apps could control Version Negotiation without disabling it.

Would you mind copying the relevant text from the spec here? Why would the client need/want to disable it?
