When discussing 0-RTT and ALPN on a https://github.com/quicwg/base-drafts issue, the topic of multiple ALPNs and 0-RTT came up. Essentially, if you're doing 0-RTT for ALPN-1, but support ALPN-2. Then when it connects to a server that supports both, but initially offers 0-RTT for ALPN-1, that would be rejected and ALPN-2 used instead.
