Add event log support to msixmgr

Describe the bug

msixmgr does not write to the event log. Users and especially administrators have little to no way to find out why a package does not install or what went wrong during installation. tracelog may work for developers but not so well for other users.

Expected behavior

msixmgr should log concise error messages to the event log.
