Add new pgsql 16 functions

PR adds functions added in PostgreSQL 16.0. I've omitted some of the new system functions (e.g. pg_stat_get_backend_subxact) if they were in a section of the doc that is missing a bunch of functions to address in a follow-up issue/PR to ensure that it'd make sense to add them.
