Refactor WebView2 pointer message code
WebView2 has code to explicitly forward pointer messages from Xaml to Core WebView2. This cleans up that code by removing some dead code and improving readability. The commit list gives details about what changes were made.
Description
I strongly suggest that reviewers look at the code change commit-by-commit. Looking at the change all at once won't make as much sense.
